Alternatively, the Piantas and Nokis that do actually give you Shine Sprites for helping them out could simply be guarding them until Mario proves his worth through skill and kindness. The Piantas and Nokis are not hoarding Shine Sprites rather, the Shine Sprites are simply hiding nearby and are only willing to reveal themselves to Mario when he performs a good deed for them or satisfies their challenges because the Shine Sprites need to determine that Mario is trustworthy.In short, they think Mario of all people is guilty of nearly causing a mass genocide and are quickly running out of options. Hinting at this is that they're Planimals and need the Shine Gate's light to thrive, meaning that they're facing a crisis and the possible threat of becoming an endangered species because of the lack of light. Alternatively, the Piantas are acting out of fear and/or desperation as a result of their island's power source being driven away by Bowser Jr's antics and simply can't think straight.There's also a group of Piantas in Paper Mario: The Thousand-Year Door that are clearly running a crime syndicate, which does little to dissuade such an interpretation. Because of how exaggerated the Kangaroo Court is at the beginning of the game, some believe the Piantas just saw Mario as the solution to their problems and slapped him with the court sentence to make sure he'd stay to fix them.
